There have been some confusion about the city, how it works, its laws and the likes, so I'll try to describe it here, to avoid any more misunderstandings and confusion.
The city we're in, is called New Hope City. It's round, with large walls all the way around, placed on high ground, to ensure safety for the people within the walls. The city is placed, in which was once Mexico, but isn't anymore, as Japan took over the world.
It have four zones, called rings.
The inner ring, is the center of the city, this is where the wealthy, important people live. It is highly secured, and people may only enter, if they have identification papers, that says they can, or an invitation from someone inside.
The business ring, is placed around the inner ring, this is where offices, malls, grocery stores and cafés are. This is also the working area, which have factories and the likes. Everyone may come here, but the security is very uptight, and there's guards and police on every corner.
The outer ring, is placed around the business ring, this ring, is for the middle class and the working class. It's the civilians, who live a normal life, and who have normal jobs. The security here, isn't as uptight, as the two other rings.
Then we have the slums, the ring outside the outer ring, and close to the wall. This is for the poor people, the ones who have been neglected by the system. Guards and police doesn't come there, and murder and rape is a normal thing here. Should there come news of murder from this place, it will be the military, which investigates.
That was the city, and how it is build.
Now the laws and government.
The city have one leader, that leader have never shown his face, and he controls the city with an iron fist, along with his council of lackeys.
Every rebel, against the government, will be sentenced to freedom, this means, they will be cast out of the city, and become outcasts.
Any murderer and/or thief, will get the same sentence, and become outcasts.
anyone, who talks against police, a guard or the military, will be cast out as well.
